Act 135 (the Abandoned and Blighted Property Conservatorship Law) offers neighbors, local nonprofit organizations, and certain government agencies a legal process for having a conservator appointed to make the necessary repairs to bring a blighted property into code compliance when the owner refuses or is unable to do it.
