Housing Funding Positioned as Legislators Work on Overdue State Budget

With the FY 2024-25 State Budget now one day overdue, housing funding is still well positioned for passage.

Lawmakers are currently scheduled to be in session this week through July 7th to finalize a spending plan.  Accompanying code bills that further specify how funding is used for certain programs often take longer to complete.

According to sources within the Legislature, we are assured that PHARE is on the table as a final agreement takes shape.  While there are no guarantees, a number of legislators from both parties and both chambers are advocating for PHARE.  

Today, Spotlight PA reports on the status of the proposal to increase PHARE to $100 million including a direct quote from Aaron Zappia, our Director of Government Affairs.

$50 million in funding for the Whole Home Repairs program is currently in the House spending bill (HB 2324) with House legislative leaders and the Administration prioritizing the program as part of the overall increase to affordable housing.

In addition, the legislation is seeking $5 million for tenants’ right to counsel and a $10 million increase for the State’s Homelessness Assistance Program.

HAP’s network of advocates have played a large role in creating the current opportunity for these programs to see an increase in 2024.  We are watching and working closely with legislators in these final days to ensure housing is funded in this year’s final budget agreement.
