2025–26 State Budget Finalized After 136-Day Impasse

After a 136-day impasse, the Pennsylvania Legislature passed, and Governor Shapiro signed into law, the final 2025–26 state budget bills.
 
Unfortunately, proposed funding for the PA Home Preservation Program—the successor to the Whole-Home Repairs program—was not included in the final package. The bipartisan bills introduced by Representative Lindsay Powell (D) and Senator David Argall (R) helped raise awareness and build support for investing in home repair programs that keep Pennsylvanians safely housed.
 
Additionally, legislation to increase the PHARE cap did not advance this session. House Bill 643, which passed the House earlier this year, would expand PHARE funding to $110 million annually beginning in FY 2027–28. The bill remains well-positioned to move forward as part of future budget or tax code negotiations.
 
The Housing Alliance will continue advocating for these critical investments in Pennsylvania’s housing infrastructure.
