The purpose of this SUPPORTIVE HOUSING NEEDS ASSESSMENT FOR PENNSYLVANIA is to provide a reliable estimate of the need for housing for the poorest and most vulnerable Pennsylvanians.
It was prepared by the Housing Alliance of Pennsylvania for Regional Housing Legal Services (“RHLS”), which is a part of the Pennsylvania Legal Aid Network (PLAN), to use in planning how to allocate its resources. The Alliance was engaged by RHLS to look at the need for additional supportive housing to be developed for homeless individuals and families in Pennsylvania. It is not intended to be an assessment of the quality of the current supportive housing units being used to house homeless populations, nor the need to rehabilitate and or replace such units.
This assessment relies on the collection and analysis of publicly available data provided by Pennsylvania’s Continuums of Care to both the state of Pennsylvania and the United States Department of Housing and Urban Development (HUD).
