Blair County is entering into an agreement that will create the Altoona Land Bank, an effort aimed at reducing blight and encouraging development.
County commissioners voted Tuesday to approve the agreement with Altoona, the Altoona Area School District and the Altoona Redevelopment Authority.
Under the agreement, the authority will act as a land bank by acquiring tax delinquent properties and play a role in what happens to those properties.
As spelled out in the proposed ordinance, the land bank will pay a “purchase price,” reflecting the city and school district’s portions of the county-assigned costs associated with holding the property.
