07-08-2010 State Budget Details, Analysis

Looking for more details on the final state budget for FY 2010-2011? The Pennsylvania Office of the Budget and the House Committee on Appropriations, among others, have posted online resources with full details about the budget which was signed on July 6.

1) Visit Budget Office website at http://www.budget.state.pa.us/portal/server.pt/community/current_and_proposed_commonwealth_budgets/4566 for line-item appropriations, a historical analysis and a 2-page fact sheet.

2) Download a Budget Brief from the House Committee on Appropriations via the link at the end of this article.

Housing & Redevelopment Assistance: FY 2009-10 - $20,000, FY 2010-11 - $17,852
New Communities: FY 2009-10 - $11,250, FY 2010-11 - $8,934
Accessible Housing: FY2009-10 - $1,111, FY2010-11 - $1,058
Homeless Assistance: FY 2009-10 - $23,023, FY 2010-11 - $22,834

Also of note, from the site's fact sheet, are three outstanding budget issues:

  • The 2010-11 budget assumes two additional quarters of enhanced federal support for Medical Assistance programs. When the budget was enacted, the U.S. Congress still had not taken action on approving that $850 million in funding. If Congress does not approve this funding, the commonwealth will need to make further spending reductions.
  • The Governor has called for the General Assembly’s special session on transportation to reconvene July 20 to consider options for statewide transportation funding, including roadways, bridges and mass transit.
  • The Governor and the General Assembly have agreed to pass a severance tax on natural gas extraction by Oct. 1, to be effective Jan. 1, 2011.
